<P>PROBLEM TO BE SOLVED: To provide a seal device and a seal method capable of suppressing the occurrence of unexpected deterioration of seal strength. <P>SOLUTION: The seal device comprises a working roller 2 having working parts 20 for seal protrudedly formed on a circumferential surface part 21 and a reception roller 3 which receives the working parts 20, wherein a seal part 22 is formed on the tip of each of the working parts 20 in a prescribed pattern and forms a welding part corresponding to the pattern of the seal part 22 to a sheet-shaped object to be worked passing between the rotating rollers 2, 3. Pushing protrusions 24 for pushing the object to be worked passing between the working roller 2 and reception roller 3 to the reception roller 3 side are protrudedly formed on the circumferential surface part 21 or the working part 20 of the working roller 2.
