<p><P>PROBLEM TO BE SOLVED: To provide an image encoding apparatus, control method, and program which enable an appropriate code amount to be set and a decoded image of excellent image quality to be obtained. <P>SOLUTION: The image encoding apparatus includes a DCT (Discrete Cosine Transform) circuit 104, a quantization circuit 105, a variable length encoding circuit 106, a reverse quantization circuit 108, an IDCT (Inverse Discrete Cosine Transform) circuit 109, an S/N ratio calculation circuit 113, a block determination section 115, and a rate control section 116. The block determination section 115 classifies blocks obtained by dividing an image to be encoded into a plurality of block groups with different features in accordance with a classification reference. The S/N ratio calculation circuit 113 calculates an S/N ratio of the image to be encoded and a decoded image for each block group. The rate control section 116 decides a bit rate for each block group on the basis of a difference between the S/N ratio calculated for each block group and a target S/N ratio set for each block group. <P>COPYRIGHT: (C)2010,JPO&INPIT</p> |
