A script creation part 51 automatically creates a script of the network equipment by applying setting information described on the network equipment setting sheet 13i to a model of the script on the basis of the network equipment setting sheet 13i describing the setting information on the network equipment and the script model prepared in a script model storage part 52 in advance.
