PROBLEM TO BE SOLVED: To provide a voltage level converter eliminating signal phase distortion generated in a voltage level converter used in a semiconductor integrated circuit. SOLUTION: A voltage level converter includes a voltage level shifting circuit and a unit interval restoration circuit. The voltage level shifting circuit responds to a first input voltage signal and a second input voltage signal and outputs a third and a forth voltage signal, wherein the first input voltage signal and the second input voltage signal are at a first voltage level and complementary to each other and wherein the third and fourth voltage signals are at a second voltage level. The unit interval restoration circuit responds to the third and fourth voltage signals and outputs a fifth voltage signal at the second voltage level, wherein the period of the fifth voltage signal is substantially similar to that of the first voltage signal.
