PROBLEM TO BE SOLVED: To provide an optical device having a novel structure to be suitably used for a directional diffusion film by a process simpler than a conventional one.

SOLUTION: The optical device is configured such that a plurality of through-holes are provided in a film-like transparent matrix, the plurality of the through-holes are arranged nearly parallel to each other in the axial direction and the axial direction of the through-hole is inclined to or nearly parallel to the thickness direction of the film like transparent matrix.
