This invention belongs to the technical field of communications. A system and method for communicating with terminal subscribers and a radio base station are disclosed. The system includes a radio base station and a base station radio frequency device. The method comprises that the base station radio frequency device transmits the downlink signal after receiving the downlink signal which is broadcasted by the radio base station via the physical link. The radio base station includes a signal transmitting module and a baseband processing module (101b). The embodiments of this invention solve the problems of high construction cost and limited application scenes of a communication system by using the base station radio frequency device to receive the downlink signal of the radio base station. Meanwhile, the embodiments of this invention can implement uniform management to each base station radio frequency device and improve the controllability and maintainability of a communication system.
