Provided are an image processing device, method, and program which can classify images according to image characteristics.  The image processing device includes: an image input unit (10) which inputs an image formed by a plurality of pixels; a labeling process unit (20) which labels each of the pixels constituting the image inputted by the image input unit (10), according to each of corresponding pixel values; a character/illustration image separation unit (40) which classifies a plurality of partial images formed by some of the pixels according to the content of the label attached by the labeling process unit (20) and separates the partial images from one another; and a dark/light image separation unit (42).
