An encoding or decoding method of variable code length low density parity check codes is disclosed, the said method comprises, acquiring the base exponential matrix of low density parity check codes, grouping the code length during building the base exponential matrix; modifying the base exponential matrix according to the group modifying factor, and acquiring the exponential matrix of the group corresponding to the said group modifying factor; expanding the said exponential matrix according to the expansion factor corresponding to the code length in the group and acquiring the low density parity check matrix corresponding to the code length; encoding or decoding according to the said low density parity check matrix. Meanwhile, an encoding or decoding device and an encoder and a decoder are also disclosed.
