PURPOSE: A blank insert which can reduce the raw material by reducing the grinded volume and an insert and a cutter using the same are provided to mount an insert with a cutting edge of various gradient. CONSTITUTION: A blank insert comprises an upper side(100), a lower-side(200), and a through-hole(400). The upper and lower side is connected to four sides(310,320,330,340). The through-hole is expanded between the upper and the lower side. The upper and the lower side have both protruded portions(110,120) and a center notch(130). The both protruded portions are connected to opposite two side and is expanded along the total length of two sides. The center notch unit is formed in the flat plane between the both protruded portions.
