Method and system for determining whether a program scheduled to be transmitted will exceed a transmission bandwidth, the system comprising a sorted list of start and end time for each of a plurality of programs to be transmitted, each time in the list having a weight indicating the number of programs to be transmitted at that time, means for inserting a new start and end time into the sorted list, means for setting the weights for the new start time and the new end time, and means for incrementing the weights for the times between the new start and end time.
