PURPOSE: A waste heat recovery heat exchanging ventilation system is provided to reduce the amount of carbon dioxide generation and energy loss. CONSTITUTION: A waste heat recovery heat exchanging ventilation system comprises: a charcoal filter(2) which purifies fine dust, air bacteria, and harmful gasses in the outside air; a blowing pipe(4) wherein a micro-hole(6) is formed in the heat exchange part(7) which the heat exchange of the air heat is rapidly operated through the micro hole; a heat insulation double pipe(9) wherein the heat exchange part of the blowing pipe is located in the inner side; a heat storage charcoal(17); and a contaminated air discharging port(10). A gap(8) is arranged between the blowing pipe and the heat insulation double pipe. The heat storage charcoal is located in the gap.
