PURPOSE: A steel having an oxidation prevention layer is provided to prevent the separation of an oxidation prevention layer from steel or concrete. CONSTITUTION: A steel having an oxidation prevention layer(20) comprises an oxidation prevention layer on a surface. The oxidation prevention layer is made from is made of acrylic emersion 65~75 weight%, micro cement 12~20 weight%, quicklime 10~18 weight%, fluidifier 0.02~0.2 weight%, antifoaming agent 0.02~ 0.2 weight%, expander 0.02~0.2 weight%, and titanium dioxide 0.7~1.4 weight%. The oxidation prevention layer comprises a cement mixing polymer-type coating for waterproofing agent.
