PURPOSE: A pretreatment method and apparatus for producing bioethanol from sea algae are provided to easily perform acid, heat, or enzyme treatment and to convert the sea algae to energy. CONSTITUTION: A pretreatment of sea algae is performed by stirring sea algae sample with a pretreatment material in a filtering apparatus and filtering. The pretreatment material is acid or enzyme. A pretreatment apparatus comprises: a inner drum(2) of a filtering device having a through-hole; a stirrer(3) which a motor(M) is screw-coupled with upper and lower stirring wings(4)(40); a upper cover plate having an injection hole and sea algae input, thermometer inlet, and a handle.
