摘要 <p><P>PROBLEM TO BE SOLVED: To efficiently charge a storage battery. <P>SOLUTION: In the case of the cold season such as winter, a storage battery becomes inactive due to the low temperature. Therefore, even if a current to be supplied during full-scale charging is supplied to the storage battery, the low temperature prevents sufficient charging. Consequently, wasteful power is consumed. Therefore, the temperature of a storage battery is detected (100). When the temperature is a prescribed temperature or below, preliminary charging is executed (104) so as to activate the storage battery by raising the temperature of the storage battery. On that occasion, a minute current smaller than the current to be supplied during full-scale charging is supplied to the storage battery so as to execute preliminary charging, thereby raising the temperature of the storage battery by the minute current in order to activate the storage battery.
