<P>PROBLEM TO BE SOLVED: To buffer an external impulse and vibration, and to efficiently and effectively utilize the kinetic energy of the impulse and the vibration. <P>SOLUTION: The power generator includes: a predetermined elastic body that buffers the external impulse and vibration; a predetermined box body filled with a predetermined fluid therein; and a predetermined fluid control means that controls the direction of the fluid. A rotor blade is rotated by the fluid to generate power. The power generator is provided with a piezoelectric element utilizing a piezoelectric effect.
