<P>PROBLEM TO BE SOLVED: To obtain stability of temperature adjustment of a fuel cell, through the restraint of air bubble retention, in a cooling water flow channel where cooling water for cooling the fuel cell flows, in a fuel cell system. <P>SOLUTION: A cogeneration device 1 is provided with a fuel cell 4, a cooling water tank 6 with cooling water stored, and a cooling water flow channel 5, including a cooling water flow channel 4a inside the fuel cell, with a start end and a terminal end connected to an outlet 6a and an inlet 6b of the cooling water tank 6, respectively. Either or both of the start end and the terminal end of the cooling water flow channel 5 are made to be positioned at an uppermost part of the cooling water flow channel 5.
