<P>PROBLEM TO BE SOLVED: To stabilize communication by suppressing packet loss in a PLC modem by reducing a transmission speed from a router 1 for each transmission destination MAC address in accordance with a communication speed (communication band) between PLC modems, and to effectively utilize a QoS function.
