PROBLEM TO BE SOLVED: To provide a dispersant with excellent resistance against an organic solvent and suited for forming a conductive film with high conductivity, and to provide a metal oxide content film as well as a manufacturing method of a substrate with a metal oxide film. SOLUTION: There are provided: the dispersant for forming the metal oxide content film containing metal oxide particles, (meta) acrylate monomer, a curing agent and a solvent; the metal oxide content film with a 15% by mass or less of a film seeping out as expressed in (T<SB>2</SB>/T<SB>1</SB>)×100, provided, T<SB>1</SB>is a mass of the film, and T<SB>2</SB>is a mass dipped in and seeping into acetone, isopropyl alcohol (IPA), N-methyl pyrrolidone, andγ-butyl lactone or the like of 50°C for 10 minutes; and the substrate with the metal oxide film manufactured by coating the above dispersant on a substrate and calcinating it.
