Disclosed is an occupant restraint device for vehicles which can control the seatbelt position without occupying interior space of a vehicle. An air belt apparatus (10) is provided with: a retractor (14) disposed on the rear side of the backrest (16) of a vehicle seat, in the lengthwise direction of the vehicle; a seatbelt (12) which is pulled out from the retractor (14) when worn by an occupant, and which includes a shoulder belt part (12A) that restrains the upper body of the occupant (P); and a belt slot (32) in which the upper portion of the shoulder belt (12A) of the seat belt (12) is fitted in and which is formed by creating a recess in the widthwise direction of a seat in one part of the top end of a backrest (16) of a vehicle seat.
