PROBLEM TO BE SOLVED: To provide a deterioration detection system detecting deterioration of a road-side unit, and applying maintenance before communication is disabled due to a failure.

SOLUTION: An information acquisition part 15 obtains reception quality information related to reception quality of a radio signal transmitted from a road-side unit 1E in a road-side unit 1A. A statistics part 16 obtains statistic value information related to reception quality in a predetermined period based on the reception quality information obtained in the predetermined period. When a deterioration estimation part 17 determines that the present reception quality is degraded by comparing the statistic value information with the present reception quality information, deterioration of the road-side unit 1E or the road-side unit 1A is suspected. An information generation part 18 generates maintenance information for maintaining the road-side unit 1E of which the deterioration is suspected.
