<P>PROBLEM TO BE SOLVED: To complement contents between cache servers without increasing a load of a cache server and a network while maintaining normal communication quality. Ž<P>SOLUTION: When receiving the request of stored contents from a user terminal A(1)1c (step S301), a cache server A1b downloads the contents to the user terminal A(1)1c (step S303), and instructs the upload instruction of the contents to the user terminal A(1)1c (step S305), and the user terminal A(1)1c uploads the contents by using a low priority class packet to a cache server B2b in which any contents is not stored according to the instruction (step S309), and the cache server B2b stores the received contents (step S310).
