<P>PROBLEM TO BE SOLVED: To provide a highly efficient cooling device for thermoelectric conversion power generation while saving energy and resources. Ž<P>SOLUTION: Since the latent heat of water is used in a cooling process, large cooling effects can be obtained by small amount of water. By using this, a photocatalyst is applied to a cooling plate and by radiating ultraviolet rays to the cooling plate, hydrophilic nature is applied to the application face, so as to form a uniform thin water film on a cooling face. An evaporation phenomenon of the water film is promoted to obtain efficient cooling effects over the entire area.
