<P>PROBLEM TO BE SOLVED: To provide an agent for local administration, enabling fine particles of fluticasone propionate which is an active ingredient to stay for a long time in the mucous membrane to achieve higher therapeutic effects and long-active action. Ž<P>SOLUTION: The fine particle of the fluticasone propionate includes needle crystals radially growing around a crystalline nucleus of the fluticasone propionate, and has an average particle diameter within the range of 10-60 μm.
