PROBLEM TO BE SOLVED: To provide a reaction device which is of a simple structure and able to flow a stock solution and a fluid for reaction down to a desired position inside a column, and further, make a yield amelioration, as well as a flow regulating plate for the reaction device. SOLUTION: This flow regulating plate 21 is formed of a first disc member 22, a second disc member 23, a third disc member 24, a fourth disc member 25 and a fifth disc member 26 which are piled one over another in that order from a stock solution and hydrogen gas introduction side. The first disc member 22 has a first through hole 22a for hydrogen gas H, through which the hydrogen gas H is introduced into the center, and a plurality of first through holes 22b for the stock solution L1, through which the stock solution L1 is introduced into the outer circumferential side. In addition, the stock solution L1 and the hydrogen gas H passed through each disc member, are made to flow down, the former to the center axial side of a column 11 and the latter to the outer circumferential side of the column 11 by means of a guide flow path.
