<P>PROBLEM TO BE SOLVED: To provide an inexpensive water saving tool reduced in the number of part items and the assembling man-hour, in which a plate member itself and connection of the plate member to an elastic leg are simplified. Ž<P>SOLUTION: The tool includes: a water saving plate 5 provided at a joint 24 of a supply channel 2; and a leg member 61 which is combined with the water saving plate 5 and stabilizes the water saving plate 5 at the joint 24 by bringing a plurality of mounting legs 6 into pressure contact with the inner surface of the supply channel 2. The water saving plate 5 includes: a proper number of water saving holes 21 for passing water while limiting the water passage area; and leg through holes 63 for inserting the mounting legs 6 which are equally positioned around an axial line 62 of the water saving plate 5. The leg member 61 includes the plurality of mounting legs 6 extended from a base part 61a in conformation to each leg insert hole 63, each mounting leg 6 is retained together with the base part 61a by the pressure contact with each leg insert hole 63 by elastic restoring force when it is inserted to each leg insert hole 63 with elastic deformation, and pressed onto the inner surface of the supply channel 2, when the mounting leg 6 is inserted to the supply channel 2, to stabilize the water waving plate 5.
