PROBLEM TO BE SOLVED: To provide a method for producing a substrate showing corrosion resistance to chemicals having desired corrosiveness. SOLUTION: A carbon-doped titanium oxide layer is formed by: performing heating treatment in such a manner that the combustion flame of a gas containing hydrocarbon as a principal component is directly applied to the surface of a substrate in which at least a surface layer is composed of titanium, titanium alloy, a titanium alloy oxide or a titanium oxide and the temperature of the surface of the substrate is controlled to a prescribed temperature in the range of 550 to 1,100°C; or subjecting the surface of the substrate to heating treatment in the combustion gas atmosphere of the gas containing hydrocarbon as a principal component in a state where the surface temperature is controlled to a prescribed temperature in the range of 550 to 1,100°C, thereby the corrosion resistance of the surface is controlled, and a substrate having corrosion resistance to desired chemical environments is produced.
