A membrane electrode assembly comprising an electrolyte membrane (101), a fuel electrode (102) formed on one surface of the electrolyte membrane (101), an air electrode (103) formed on the other surface of the electrolyte membrane (101), and a channel plate (104) arranged on a side of the fuel electrode (102), said side being the reverse side of the electrolyte membrane (101) side.  The membrane electrode assembly also comprises an insulating sealing layer (105) which covers at least the lateral surfaces of the fuel electrode (102), the electrolyte membrane (101) and the channel plate (104), and contains water-swellable particles (105a).
