<P>PROBLEM TO BE SOLVED: To provide a control device of an internal combustion engine capable of enhancing realizing accuracy of request torque when issuing a torque-down request in full opening control, in the internal combustion engine capable of controlling torque of the internal combustion engine by valve opening and the ignition timing of an intake quantity adjusting valve. Ž<P>SOLUTION: This control device of the internal combustion engine is provided for reflecting an operation quantity of an actuator on torque control, and acquires an engine request. Target valve opening and the target ignition timing are calculated based on the engine request and engine information. When a predetermined full opening condition is realized, the valve opening of a suction air quantity adjusting valve is controlled in full opening. A request issued in a state of realizing the full opening condition, that is, a torque-down request of temporarily reducing the torque of the internal combustion engine is acquired. The engine information includes the respective operation quantities of the actuator, and when the torque-down request is acquired, a change in at least one operation quantity except for the target valve opening and the target ignition timing is restricted.
