PROBLEM TO BE SOLVED: To provide a drainage pavement which shortens a construction time and has high water-shielding property to a base layer, and also to provide a method for the same. SOLUTION: This drainage pavement 1, in which a drainage surface layer 20 is formed on the base layer 10, is characterized as follows: a protective layer 30 is formed by spraying or applying viscosity-improved asphalt 31 onto the surface of the base layer 10; and the drainage surface layer 20 is formed on the protective layer 30. The viscosity-improved asphalt 31 is constituted in such a manner that a modified material made of an thermoplastic elastomer is added to the asphalt so that viscosity of a temperature area in construction is low and so that the viscosity is increased by a decrease in temperature. The protective layer 30 is formed by spraying or applying the viscosity-improved asphalt 31 onto the base layer 10 in the state of heating it up to a predetermined temperature so as to decrease the viscosity, and hardening it on the base layer 10.
