摘要 PROBLEM TO BE SOLVED: To reduce an emission amount of an emission component such as HC to the atmosphere while suppressing the deterioration of fuel consumption caused by a rich spike when a catalyst temperature is high. SOLUTION: An exhaust emission purifying apparatus includes a catalyst 32 for purifying exhaust emission having an exhaust emission function installed in an exhaust emission passage 31 of an internal combustion engine 1, a catalyst temperature detecting means 66 for detecting a temperature of the catalyst 32, an activation determination means 51 for determining whether or not the catalyst 32 is activated based on detected values of the catalyst temperature detecting means 66, and a control means 51 for selecting and executing either an exhaust emission temperature rising mode which gives priority to a raising exhaust emission temperature as an operating mode of an engine, or an exhaust emission component reducing mode which gives priority to a reducing exhaust emission component based on a determination result of the activation determination means 51.
