<P>PROBLEM TO BE SOLVED: To enhance the adhesiveness of an inorganic coating film of a surface decoration material constituted by forming a water-soluble alkali metal silicate based inorganic coating film on the surface of a base material to the base material. Ž<P>SOLUTION: When forming the water-soluble alkali metal silicate base inorganic coating film on the surface of the base material, a first primer layer is formed by sticking an aqueous resin emulsion to the surface of the base material, a second primer layer is formed by sticking an aqueous resin emulsion containing inorganic powder on the first primer layer, and the water-soluble alkali metal silicate based inorganic coating film is formed by sticking a coating containing water-soluble alkali metal silicate aqueous solution on the second primer layer.
