SOLUTION: An unutilized 4C fraction from a fluidized catalytic cracking apparatus (including a fluidized catalytic cracking apparatus of residual oil) 200 and an unutilized 4C fraction from an ethylene manufacturing apparatus 300 are collectively recovered into storage facilities 110. Isobutene in the 4C fraction is polymerized to manufacture isooctene as a base material of gasoline having a high octane number in an isooctene manufacturing apparatus 120. On the other hand, 1-butene in the 4C fraction is isomerized into 2-butene in an isomerization treatment apparatus 130. 2-Butene and ethylene from the ethylene manufacturing apparatus 300 are disproportionated into propylene to manufacture propylene in a propylene manufacturing apparatus 140.
