<P>PROBLEM TO BE SOLVED: To provide a low-cost aqueous fuel which is prepared by mixing through emulsifying or dissolving water and a fuel oil in a stable state such as in a high water content ratio of 50% of water and 50% of the fuel oil, and which can provide a high combustion energy and has a high utility; and to provide a method for producing the same. Ž<P>SOLUTION: Activated water prepared by activating water by resonance electromagnetic waves, dissolving homogeneously a thickener by adjusting pH of the water to adapt the viscosity to a viscosity of a base fuel oil, and activated base fuel oil obtained by adding a suitable amount of a lubricant to the fuel oil and activating the fuel oil by resonance electromagnetic waves, are mixed as a stable oil-water mixture in a high water content ratio to make the aqueous fuel in a low cost.
