<P>PROBLEM TO BE SOLVED: To provide an emulsion fuel containing minimized addition amount of an emulsifier, producible at a low cost and preservable and usable for a definite time without causing separation to two layers, and a method for producing the emulsion fuel. Ž<P>SOLUTION: The emulsion fuel contains water containing carbon fine particles and a solution containing a hydrocarbon, wherein the specific surface area of the carbon fine particles is ≥100 m<SP>2</SP>/g and the fuel may further contain ≤0.5% of an emulsifier based on the total weight of the emulsion fuel.
