<P>PROBLEM TO BE SOLVED: To provide an ND filter or the like that can adjust the quantity of light while keeping the characteristics (spectral characteristic, RGB ratio, a color temperature and so on) of a light source. Ž<P>SOLUTION: The filter 1 includes: a transparent substrate 2; and a light-reflective film 3 formed on the surface of the substrate 2 and having uniform film thickness. The light-reflective film 3 is dispersively provided with a plurality of micro openings 4 having no film. The micro openings 4 are formed so that the proportion of the total area varies with every different region in the filter, whereby the quantity of transmitted and reflected light is varied depending on a light entering region to the filter. The film thickness of the light-reflective film 3 is made uniform and the proportion of the total area of the micro openings 4 formed in the film is varied, whereby the transmissivity (the reflectance) of light can be varied without changing the spectral characteristics and the RGB ratio of entering light.
