<p><P>PROBLEM TO BE SOLVED: To suppress a user's feeling of psychological resistance caused by certification. <P>SOLUTION: A card reader 300 effectively acquires only a user attribute from a card 350 in which both of user ID and the user attribute are recorded. When the card 350 is TASPO, the user attribute "adult" is acquired. In this case, a fact that the user is an adult is proved and provision of adult service such as questionnaires only to adults is permitted.
