PROBLEM TO BE SOLVED: To provide a hydrophilicity and antistatic property imparting coating agent composition which can be favorably applied to an organic resin base material, can easily form a coating film excellent in hydrophilicity and antistatic property from an early stage and excellent in sustainability thereof, and is also good in storage stability, and to provide an article coated with the coating agent composition. SOLUTION: The hydrophilicity and antistatic property imparting coating agent composition is prepared by performing hydrolysis and condensation in a mixed solution containing (A) a hydrocarbyl silicate represented by compositional formula (1): SiO<SB>4-a/2</SB>(OR<SP>1</SP>)<SB>a</SB>(wherein R<SP>1</SP>is a group selected from the group comprising 1-6C alkyl group, 6-20C aryl group, and 7-20C arylalkyl group, where a portion of R<SP>1</SP>may be hydrogen atom; and a is an integer of 1-4), its partial hydrolysate, or their combination, (B) an aqueous basic catalyst solution, in which a basic catalyst is dissolved in a concentration of 0.05-5.00 mass%, in an amount of 10-50 mol, expressed in terms of water, based on 1 mol of the (A) component, (C) a glycol ether in an amount of 0.1-4.0 mol based on 1 mol of the (A) component, and (D) a 1-4C lower alcohol in amount of 2-70 mass% based on the total amount of the (A) to (D) components. In the composition, the amount of the (A) component, expressed in terms of SiO<SB>2</SB>, is 0.05-5 pts.mass based on 100 pts.mass of the total amount of the (A) to (D) components. An article having excellent hydrophilicity and antistatic property is formed by applying the hydrophilicity and antistatic property imparting coating agent composition to a base plate.
