<P>PROBLEM TO BE SOLVED: To print a high quality printed matter by suppressing ground fogging and also to achieve simplification in an electrophotographic printing device and an electrophotographic printing method. Ž<P>SOLUTION: The electrophotographic printing device includes: a photoreceptor unit 11 which forms a toner image by sticking toner charged by a developing device 26 to an image line part of an electrostatic latent image formed on a surface of an OPC photoreceptor 21; an intermediate transfer member 12 to which the toner image formed on the OPC photoreceptor 21 is transferred by a transfer belt 33 and also which transfers the toner image to a glass plate G; and a toner removing unit 15 which freely moves in synchronism with the toner image transferred to the glass plate G from the OPC photoreceptor 21 through the transfer belt 33, and has a patterned roll 51 provided with an adhesive part corresponding to a non-image line part.
