<P>PROBLEM TO BE SOLVED: To provide an opening/closing valve in an exhaust system for an internal combustion engine and a method for assembling the opening/closing valve, suppressing sluggish rotation of a rotating operation shaft caused by distortion due to welding heat and gas leakage caused by poor weld, and achieving improvement in workability and improvement in appearance, by reducing welding processes. Ž<P>SOLUTION: A first journal hole 60d of journal holes respectively formed in both the right and left sidewalls 60a, 60b of a housing 60 is composed of a through-hole passed through the right sidewall 60b, and a second journal hole 60c thereof is composed of a hole opened only in the inside of the left sidewall 60a. The end of the rotating operation shaft 64 is formed with an end small diameter portion 64a having a smaller diameter than the rotating operation shaft 64 and rotatably inserted into the hole of a second bush 11, and a first bush 11 mounted around the end small diameter portion 64a is press-fitted and mounted into the second journal hole 60c by pushing force of the rotating operation shaft 64.
