The method involves providing natural fibers (1) and binding material fibers (33) with a maximum length of 15 mm, and mixing the fibers with one another. The mixed fibers are distributed on a form belt to a mat (7), and the distributed fibers are transferred from the belt to a strainer band of a calibration and fusing unit (8). The mat is compressed to a product thickness, and overheated steam is introduced to the mat. Portions of the binding material fibers are fused in the mat and hardened to a flexible insulation and/or sound protection plate (22) or flexible semi-finished product. An independent claim is also included for a calibration and fusing unit for manufacturing a flexible insulation and/or sound protection plate or flexible semi-finished product.
