PURPOSE: An electrostatic discharge circuit is provided improve the inner area utility of a semiconductor by forming a trigger unit which drives a power clamp on the lower side of a pad. CONSTITUTION: A trigger unit(220) detects electrostatic which is applied to a first power-voltage line(201) or a first ground-voltage line(202) from a pad(230). The capacitor(221a) of the trigger unit is formed to be overlapped with the lower side of the pad. The trigger unit includes the capacitor and a resistance(221) which are connected to the first power-voltage line. A resistance is connected between the capacitor and the first ground-voltage line.
