Provided is an image decoding device which can suppress an instantaneous increase of data transfer amount when parallel-decoding encoded image data and can execute parallel decoding of image data with a small memory bandwidth. The image decoding device (100) includes: an external memory (110) containing reference image data; a stream parser unit (120) which decodes reference information indicating the number of reference images to be referenced for each of the blocks; a data transfer amount prediction unit (131) which calculates for each of the blocks, a predicted data amount of reference images read out from the external memory (110) by using the reference information; a block specification unit (132) which specifies a plurality of blocks to be subjected to parallel decoding so as to reduce the fluctuation of the data amount read out from the external memory (110) by using the predicted data amount; and a plurality of macro block units (140 to 160) which parallel-decode the specified blocks.
