PURPOSE: A wireless controller, a method thereof and a recording medium setting up wireless bearer for easily performing wireless bearer are provided to set up RB(Radio Bearer) with a UE(User Equipment) and reduce load of the wireless resource. CONSTITUTION: A radio network controller is connected to a serving GPRS support node and is connected through the base station to the terminal. The radio network controller comprises a communication unit, an extracting unit, a setup unit and a controller. The communications unit transmits and receives the terminal or data network.
