<P>PROBLEM TO BE SOLVED: To perform coding with a high compression rate and suppress degradation of image quality. <P>SOLUTION: A lost information amount calculation section 105 calculates an absolute value sum LOST of a difference value between difference data obtained by a subtracter 100 for each pixel and restored difference data as the degree of coding degradation. Further, a difference absolute sum calculation section 108 calculates an absolute value sum MAD (mean absolute difference) of a difference value obtained by the subtracter 100 for each pixel. An evaluation function cost is calculated using the two calculated absolute value sums, and a motion vector is searched for so that the evaluation function cost becomes smallest.
