<p><P>PROBLEM TO BE SOLVED: To provide an image compression device which can improve an efficiency of compression processing of still image data. <P>SOLUTION: An image compression device 1 quantizes direct current component data generated by performing a frequency conversion of still image data, lower component data, and higher component data. An extraction portion 141 extracts added data and encoding object data which becomes an object of entropy encoding from the quantized data. An entropy encoding portion 144 entropy-encodes the encoding object data stored in an encoding object data memory 142. An added data processor 145 generates a flex bit from the added data. A pattern information preparing portion 146 directly acquires the encoding object data from the extraction portion 141, and prepares pattern information indicating whether or not the encoding object data is 0.
