PROBLEM TO BE SOLVED: To fit a heater wire exactly into a wiring groove, by easily and quickly absorbing excess parts and insufficient parts of the heater wire which are apt to be produced, due to the working condition in wiring, in a wood base material of an electric floor heating panel having the wiring groove on the rear surface. SOLUTION: The wood base material 10 for the electric floor heating panel, formed with the wiring groove 14 for embedding the heater wire 1 on the back face, is formed with a detour wiring region P allowing the heater wire 1 to make a detour, at a portion where the vicinity of a leading edge or the vicinity of a terminal part of the heater wire 1 is embedded, in the wiring groove 14.
