<P>PROBLEM TO BE SOLVED: To restrain an increase in rotational torque, by securing electric conductivity between an inner ring and an outer ring, in a rolling bearing having an annular sealing plate for blocking up both end parts between the inner ring and outer ring. Ž<P>SOLUTION: The sealing plate 11 is formed by sandwiching an annular ring-shaped sliding member 14 from both sides by annular ring-shaped metallic plate annular members 13. The sliding member 14 is plain weave fabric whose fabric tissue is formed by mutually weaving conductive fiber and low frictional fiber. When this sealing plate 11 is fixed to a seal groove 7 of the outer ring 2, an inner circumferential part of the sliding member 14 is deformed in a shape along a seal surface 8, and contacts the seal surface 8. Since the sliding member 14 includes the low frictional fiber, frictional resistance to the seal surface 8 is reduced to suppress the increase in the rotational torque in operation. Since the sliding member 14 also includes the conductive fiber, the contact of the sliding member 14 to the seal surface 8 secures the electric conductivity between the inner ring 1 and outer ring 2.
