PROBLEM TO BE SOLVED: To reduce data size of information in an on-board terminal device and facilitate application of a fuel-efficient route search to various types of vehicles. SOLUTION: A central device 1 uses a link shape compression unit 111 to compress the information of shape of ups and downs of a road link obtained from a three-dimensional road map, and calculates a geometry parameter, based on variation of energy of a vehicle traveling on the road link. An on-board terminal device 2 estimates the vehicle's average traveling pattern (a travel-pattern estimating unit 2151), based on the geometry parameter calculated by the central device 1; a link-traveling time estimated from statistically-stored traffic information, and the link length. The on-board terminal device 2, further, calculates the fuel consumption of the vehicle traveling on each road link, based on the estimated traveling pattern and parameters of the vehicle (a fuel-consumption calculating unit 2152), and then, searches for a fuel-efficient route by using the fuel consumption as a link cost (route search unit 212).
