<P>PROBLEM TO BE SOLVED: To provide a cross-flow fan and a blower simultaneously inhibiting peak noise and abnormal noise, reducing electric power consumption without deteriorating performances even if blades are inclined, and facilitating resin forming by die, and to provide a forming machine for forming an impeller constituting the cross-flow fan. Ž<P>SOLUTION: This cross-flow fan is formed by laminating a plurality of impellers including a plurality of blades in an axial direction. Cross section of the blade perpendicular to a rotation center line O is formed in such a manner that the same gets smaller as it goes toward a tip from the first reference surface 300 of the blade, and a center point of the cross section of the blade perpendicular to the rotation center line O displaces toward a rotary direction R front side or a rotary direction R rear side around the rotation center line O and displaces radially outward as it goes toward a tip from the root of the blade connected to a main surface.
