PROBLEM TO BE SOLVED: To acquire a high-resolution image having target picture quality while shortening processing time. SOLUTION: An image processing apparatus 1 is provided with: an image acquisition means 11 for acquiring a plurality of first images having first resolution; a high-resolution image generation means 14 for performing resolution enhancement to generate a second image having second resolution higher than the first resolution based on at least a portion of the plurality of acquired first images; a setting means 12 for setting a scaling factor of the second resolution with respect to the first resolution, and the number of sheets of first images to which resolution enhancement is applied; a determination means 15 for determining whether or not to change at least either the scaling factor or the number of sheets according to the generated second image; and a control means 16 for controlling the setting means so as to change at least either the scaling factor or the number of sheets on condition that the above determination is made.
